In some countries, it's a buying culture. There you may not even be sold the goods if you do not bargain.
For example, in Turkey, one tourist will be sold a souvenir for $10, and another for $5, simply because the seller liked you more or less. So what is the point of this service?
In the case of buying more valuable things - cars, houses, etc. - this is price monitoring and seasonal price reset, promotions, etc.
