It is necessary for a person to come to apartment A, answer the calls, press the button in the evening and the calls begin to be forwarded to the number of apartment B. So far I see the decision to buy a mini-ATS, but it is somehow expensive. Maybe there are fancy home phones that can receive calls and call the specified number, thereby transferring the call?

I guess not, because. the city line is most likely designed for 1 connection, and call forwarding will require a 2nd line.
But I suppose there are some models of sip phones that can receive an incoming analog line and forward it to another sip phone.
