Is there a ServiceDesk for multiple departments at the same time?

Please advise ServiceDesk, which would allow you to combine the work of several departments in one service desk (it, accounting, repairmen, etc.): with differentiation of notifications by departments, differentiation of application forms ...

Now we use the free version of ManageEngine Service Desk, but in it is comfortable to work only within 1 department, since it does not allow you to distinguish between notifications of new applications depending on the department, and in general there is no department mechanism there, only if you solve it with crutches.

Free - most likely you will not find what suits you.
Only create separate instances for each department. And this is basically a normal situation.
I would suggest something easier like https://bestpractical.com/request-tracker

Zendesk definitely had such functionality, look on their website if such a price tag suits you (it can be expensive for several large departments).
Of the Russian ticket systems, there is Usedesk, they are customizable, friendly and ready to help. I'm not sure that they have exactly the same functionality as you ask, but you can ask.
