Is there a service or filter for photoshop to flatten a regular image?
Actually I'm looking for a way to turn an ordinary picture into a flat one, in fact, smooth out the edges, group areas into large areas. For example, we take the image of a bell and get something similar to what is shown in the toaster interface on the left toolbar.

Of course, it will be more convenient to trace in the illustrator with the subsequent removal of unnecessary "layerings
" offset by 1 down and 1 to the right pix.
Gimp has a bilateral filter. There are some paid plugins in PS.
