Is there a service or filter for photoshop to flatten a regular image?

Actually I'm looking for a way to turn an ordinary picture into a flat one, in fact, smooth out the edges, group areas into large areas. For example, we take the image of a bell and get something similar to what is shown in the toaster interface on the left toolbar.

Gimp has a bilateral filter. There are some paid plugins in PS.
