Is there a relationship between the number of apps installed on Android/iOS and device slowdowns in general?

Among my friends (and they are IT people) there is an opinion that if you put a lot of applications on an Android device, then it starts to slow down. And it seems that there is no such effect on iPhones.
I never had an iPhone, but about Android brakes, it's probably more true than not. Something like this is observed.
Do you think there is some kind of flaw in the Android architecture related to the allocation of resources for applications that IOS does not have?
Or does it just seem, because android devices very often come from some unknown manufacturer with some unknown hardware and software on board?

If you buy an Android phone for the same price as a modern iPhone, then you will never have performance problems, no matter how many applications you stuffed into it.

Well, ask your friends who are IT people WHY they think so.
