Why doesn't the Android 9 auto-lock screen work while charging?
There is a Motorola Moto X (4th generation) phone with factory firmware on Android 9. Screen auto-shutdown and device auto-lock on a pin code are configured. When charging from a USB cable, if the screen has been unlocked, auto-lock and blanking does not occur.
I don't like it, but I don't know how to fix it. I didn't find the settings.

There is a developer section.
It has a checkmark, do not turn off the screen when connecting the USB cable.
Perhaps you need to take it off.
