Is there a program to copy unselected text from a program window (no OCR)?

In Linux, in many dialog boxes, you can select and copy "static text". On Windows, this is generally not possible.
I do not mean those cases when the creator of the site forbade copying or copying text from images.
I mean the ability to copy text in Windows windows, like this one:

In the cmd interpreter, run systeminfo
then copy the result text with the mouse.
Or try with msinfo
