Please help urgently!
I need the ability to save and edit file descriptions in descript.ion in UTF-8 encoding or Unicode as a last resort.
Total Commander has the required functionality, but it uses the OEM encoding.

So UTF-8 is the same Unicode. :-) It's just one way to encode Unicode characters.
