Is there a program for Windows to track the number of copies?

For backup purposes, you need to ensure that each file has at least m instances, but fewer than n instances.
There are several disks + services connected as a disk / folder. You need to be able to see files that have too many / few copies. Mainly for video.
Nobody faced such software?
In theory, it’s not so difficult to write in the same python, but it’s more difficult to make a GUI, but it’s still more convenient with a GUI.
Or, alternatively, did someone solve this problem differently?
