Is there a program for note taking of books on a PC?

Actually, subject. I am looking for a program for taking notes on books: ideally, on the left there should be a sidebar with topics / chapters, clicking on which opens the corresponding summary. So far, from the ones found - Outline , but it is only for mac, but I would like it to be for windows

A significant disadvantage is that hotkeys do not work if a non-en layout is enabled at the time of launch. And no one seems to be fixing it.

I use Evernote for myself . Pretty comfortable on its own. You can format the text, insert pictures, if necessary. And it’s convenient that you can use it on several platforms at the same time: you brought it on your computer, and read it on your phone while traveling in a minibus.
