Is there a program for batch processing that reduces not by % quality, but to the minimum kilobyte?

Hello!
I got into a dead end, since several softins that I managed to test squeeze the quality exactly by%, and not to the minimum size.
I have: 100 folders (some of them have 3mb photos, and some have 100-150kb)
The problem is that if you choose 70% compression, for example, then it will compress 3mb by 70% and 150kb by the same amount and the quality of the second will be inappropriate.
Is it possible to specify the minimum size for shrinkage in some software from this play? So that they all end up about the same size?

IrfanView can recompress images to the required size.
