But the same Google PageSpeed ​​says that you can compress even more. Using the service https://tinypng.com it turns out to compress the image without losing quality by 80-90%. The question is what software do they use to compress so much? How to compress an image by 80% without losing quality??

The correct solution is not to compress images under Google page speed. And do it according to your requirements for their quality. If you compress to what Google specifies, everything looks like crap. You can't compress without losing quality.

Empirically determine the compression ratio, and you probably already know the maximum frame sizes. A simple algorithm: cropped, compressed, saved.

For png, try pngquant, it compresses noticeably better optipng
jpegoptim compresses without loss of quality by default, while tinypng clearly reduces it. You can either set the quality you need through the -m option, or generally specify the size you want to get through the -S option.
