Is there a program for accounting for the sequence of actions?

Is there a program for accounting for the sequence of actions?
We need a program that will help track the actions.
Example:
I am designing pages for a site about the DF-30 hammer, the sequence of actions
✅ 1 - Create a heading
✅ a - text size 16
✅b - black color
✅c - Font Arial
❌2 - Create description Description
❌3 - Add text
❌4 - Insert pictures
a - picture format png
b - size 500*600
c - avoid black pictures
I need to run a dozen identical projects with more than 500-600 tasks.
If a new task appears, then when added to one project, this task is added to all other projects...

You have to do a lot of monotonous work and in order not to forget you need some kind of software. It is important that when adding a new task, this task also appears on the previous pages. That is, I added the item "Insert ads" and this item will be in other tasks for other pages ..

Those. Do you need a job tree structure? Where there are "parents" and subordinate "children" who receive the same extra. clause ("insert advertisement") when adding such to the parent.
I would just keep this in the table. Rows - pages, columns - types of tasks by pages. In the cells "done" / "not done" / "not required".
But it is precisely the described work with pages that is IMHO more competently solved through the device of the site with template engines. Where multi-level parent-child relationships are maintained and changes are made only once at the correct level, propagating automatically to descendants.
There you can create a decentralized "map" and navigate through it.

Task manager with task templates?
looked at MS TuDu, Tuduist, Asana, Trello, OneNote - they don't seem to be able to do that.
Take a look at Quip and Notion, maybe you can create template tasks there.
But in order to be able to throw subtasks to all template tasks on the fly, I have not even seen this yet.
