Why is the local server slow?

It feels like I switched to a slow Internet - access time, that is, until the page starts loading - 4-5 seconds on an empty project (!) Where there is only 1 index.html file, on a real one - another 3-4 seconds scripts are loaded and pictures (all local). Same with localhost/
I use portable XAMPP 1.8.1 (Apache/2.4.3 (Win32) OpenSSL/1.0.1c PHP/5.4.7)
Rooted on a fast SSD.
