There are such modules. Here, for example, for PrestaShop 1.7 and for PrestaShop 1.6 of the same developer (removed from the site). Close to the question is the Callback request module (this is already my development).

You can make a module based on, for example, bankwire. Simplify it by leaving only the first page with the message: "A manager will contact you for further processing."
