Is there a port forwarding service?
Yes:
a working computer, without administrator rights and with blocked ports 20 and 21
hosting, with files that my notepad ++ connects to via ftp a
magical "port forwarding" thing that could solve problems if I had access to a router

yes -Is there some site / service / something that could receive my traffic on one port and send it to another server with a different port, and back.
I do not want to consider the option with VPS yet.

2) "socks client windows"
But there is a risk that the proxy will "steal" the password, because FTP passwords are sent in clear text.
