Is there a pedometer to count slow walking for the elderly?

Most simple pedometers from Omron, Tanita and similar companies don't count slow steps at all. They cut them off as not suitable for the set activity, even at the minimum set stride length and the maximum sensitivity level.
Does anyone know any simple pedometers that are able to count the steps taken at a very low speed of movement, up to 1 km / h. Not fitness bracelets (it is not convenient for all older people to wear them on their hands) and not applications for the phone (it is also not convenient for them to carry their phone with them).

I don’t know about simple pedometers, I can advise you to look at Fitbit, it is in the form of a clip. I had one and it counted everything. I am certainly less than 1 km.h. I didn’t go, but you can check with their sales department.

GPS-based pedometers should be suitable, they are the most accurate and correct their readings based on the distance traveled on the map, but I just can’t understand why it’s difficult to carry a phone with you, because you can at least contact or track them on the map. There are pedometers for shoes, but they give a very large error.
