Is there a no-questions answer service?

Faced with some tricky problem and having solved it, you often want to leave a brief instruction for others or even for yourself. Most use a personal blog or favorite forum for this, but maybe there is a specialized service? Even if technically it is the same blog service, but enjoying at least some popularity, with convenient search, tags and technical focus. The same Toaster or stackoverflow, but not requiring questioners. Preferably multilingual or Russian. For example, I saw akak.ru with a similar idea of a site, but it is very far from technology, and even if I post instructions on what to do with modx, if on a new hosting ispmanager and after all the standard recipes it doesn’t let me into the admin panel, such advice is unlikely to be found there.

For my blog , I use google's blogger.com. There is a list of tags and a blog search at the top.
In general, there is Google with a fairly strong search bar .
