Is there a messenger/online consultant that supports discussion threads?

Friends, I need advice: are there messengers with support for discussion threads? That is, where the user can create topics of appeals and conduct a dialogue within each created topic, to choose from?
The meaning is as follows: we provide consulting support to the customer's employee. Several customers. Many questions are asked in writing. But each user asks questions from 1-20 on average. These questions require their own logic of answers: that is, each question needs a branch of intermediate discussions. We want to make a web interface for our consultants so that they can consult clients through the web interface, and offer all employees of the Customers to install a mobile application, in addition to the ability to work via the web.

Take any messenger. Do group conversations for each question.
You can take Megaplan's logic. A topic is created, users are invited to it. Tasks and auditors are set. They have a mobile client, you can redraw the idea from it.

used to be popular basecamp there were handy themes. judging by the question, the closest to what you are looking for, but it seems to be not free.
slack is not bad, but if topics are added endlessly, then xs.
