Is there a low power external graphics card to speed up a weak laptop?

There is an old laptop (2005-2006), like this . Linux with lightweight DE pulls, and in general a good "grandmother's" option.
But there is a problem with video acceleration - online and offline video slows down and is not suitable for viewing.
The search for external cards leads to rather bulky and not very cheap things - pci-e-boards connected through different connectors to laptops.
And, as a rule, such things are done in order to play.
The requirements for the card are as follows:
Low power (to have enough power to accelerate the hd video stream, it is no longer required)
Cheap (within a thousand)
Preferably not big - usb whistle or cardbus, but not necessary.
Does anything similar exist?

for parents, I upgraded a laptop with similar characteristics Compaq nx6110, increased the RAM to 2GB, bought a P4 M765 processor with a frequency of 2.1GHz, installed 7ku, turned off everything that was possible and impossible, installed the office and the PaleMoon browser. On the integrated 910gm video, 95% of YouTube videos go to 360p without friezes. RAM is enough on average up to 10 tabs, but it works fine up to 3x. If you open the office in parallel, brakes appear, if you close the browser with YouTube, the office works fine for documents, it’s no more difficult to create a simple table, but write a letter or look at an easy price list ... A kind of conditional multitasking.
I would buy a more powerful processor, by the way I recommend it as with reduced heat dissipation M765, or I would look at the topic with overclocking by closing the contacts on the chipset ... but no one will give guarantees. The performance is so-so... but(!) if you pay attention to the fact that mobile versions of sites are less resource-intensive, and find a browser for PC that opens the same versions of sites for Android, then the computer will be relevant for some time as a hiking option. Play on it ... I would not,
if Google is not lying, your laptop has a tricky PCMCIA connector, under which a video card for an external monitor can go. I confess, I didn’t test it myself, something like this:

No, there is nothing for such a laptop.
All existing solutions work either through thunderbolt or pci-e. Not your case both times.
However, the video card will not help this laptop, most likely even YouTube barely opens there, not like the video.
Although, if he has an ExpressCard, you can look for an eGPU adapter . Just don't expect miracles. In general, it's not worth it.

Basically, it cannot exist.
The task of a video card is to quickly process and transfer an image. You need a very fast channel with decent performance.
And you have a laptop - there is not a single fast channel. Where to connect it? To USB - this is an extremely slow protocol, there will be an awesome delay, you will have time to have lunch while it pumps the mouse movement.
In this case, the brakes are clearly not due to the lack of a video card.
In your case, a banal lack of RAM - hence all the brakes.
