Can I use the computer while welding?

A neighbor's worker cooks for days on end, and the machine is not of the best quality. Now I do not know if it is possible to use a PC. We have a stabilizer, but the light blinks strongly.

I will surprise you, but a good computer PSU works better than any stabilizer. You better install not a stabilizer, but a trouble-free power supply
but the light is flickering.

At my previous job, they constantly cooked something nearby, but there were no problems with electricity. The problem is not in the quality of the welding machine, but in the quality of the wiring (we are waiting for trouble in the form of a fire and other fun).
You can put a UPS and score on a neighbor (and wait for a fire), or you can collect statistics on voltage changes from the UPS and turn to the local power grid with claims, let them figure it out. This is a complex and problematic matter, but your future problems are a completely different story.

If the stub is worth it, you can. That's what it's for, to smooth out voltage fluctuations.
