Is there a linux shell where Russian keyboard shortcuts work?

Actually, the question is already in the title. Initially, I had ubuntu 12.04, then I installed 13.10, which pleased everyone except for the bug . Then I installed linux mint with gnom 3 glued in, and yes, obviously, the same bug. I don't want KDE, I want lots of desktops, transparent windows and a rainbow pony. Tell me what to do. Do you really have to go back to 12.04?

elementary OS . Out of the box, everything is fine and updatable, and supplementable, although the same Ubuntu is basically the same. But - stable and 12.04.

And in which program are you interested in the work of key combinations?
For example, under KDE under Bubunta 13 - it seems like everything works,
now I write in the Russian layout, in FireFox and Ctrl + C / Ctrl + V in the text input window on this site work with a bang.
( I don’t remember how I did it. It seems like it’s enough to do “#apt-get upgrade” now and it will work .. no? I installed it a month ago or so ... )
But here Eclipse, in general, doesn’t give a damn about it from the high bell tower. Ctrl+C(lat) / Ctrl+V(lat) are different from Ctrl+C(rus) / Ctrl+M(rus).
Not everything with keyboard shortcuts in Linux is tied to the shell, IMHO.
