No, it's unlikely - everything is based on xorg - it's pixel graphics. Unless there is a separate attachment from enthusiasts.
Most are limited to MC
for especially stubborn people there is DOS Navigator - there is some kind of windows and even a couple of games - I think it’s hardly better to find
a whole distribution kit is unlikely, but there are probably shells that
used to be such a Viper Window Manager (VWM) that works without X

Just install server Linux, without GUI, and you will have pseudo-graphics.

You can not put X. Or install, but do not run. But what then to do if a huge number of programs work in graphics windows? Unless server tasks...
Opensuse YAST control center is available both in pseudographics and in GUI execution. But DE from pseudographics is a pure console)
MC, Elinx (the best console web browser), and there are plugins for Mplayer that convert videos on the fly to pseudo-graphics. In general, you can live quite successfully in the console :)
