Is there a linux distribution for creating a vpn server

With a web interface for user management, preferably pptp and openvpn. You also need the ability to view user traffic who, where, what time and why.
I can set up pptp and openvpn and I can set up billing myself, but I want it out of the box, so it's ready.

Not exactly a Linux distribution, but does almost everything you need out of the box Mikrotik RouterOS
