How to make my Apache (nextcloud) + noip server accessible from the internet?

I have my own Apache server with Nextcloud on RPI, but it is not accessible from the Internet. Static IP and port forwarding, as expected, did. However, the server still does not work from the outside, but on the LAN, on the contrary, everything also works. The DDNS (NOIP) service is also enabled on the router. If you look from nmap (from the RPI itself), it says that port 80 is open, and if you look from another PC on the network on sites like this one, it says that the port is closed. Is this the norm?
