Abuse to the hoster != Abuse to the registrar
The hoster is obliged to respond in any case.
The registrar is practically not obliged to respond without good reason (dirty, viruses, botnet).
Therefore, if you plan to place chernukha, then it does not matter what the zone will be - the result will be the same.
If you want to protect a normal project from unfounded complaints, then an international company (not in Russia) will act more competently than a Russian one. But a Russian client for an American company also looks dumb, so it makes sense to be a non-Russian administrator...
