And why, in fact, not? There are browsers, text editors and various IDEs, there is GIMP for working with graphics. There are virtual machines for installing other operating systems. What else do layout designers need?

If you need a serious IDE - that is PHPShtorm and others.
And then there are programs such as Sublime, Vim, Emacs

Completely impossible. You will have to process (not just view) the PDFs you receive from the designers.
