there is no way to look with your eyes
, there is an option, to write software that will analyze the image, but this is too complicated and resource-intensive:
1) you can check the presence of a certain color range (skin color) of an area relative to the rest of the frame and if it is more than the threshold value, then theoretically this porn .. but, there are many "buts".
2) you can search through external services (google images) for the "name" of the file, frames from it, and when you find it, analyze the source
the easiest option, look for yourself (or hire an employee for this :))) ), and ban those who upload unwanted content.

Make a hash for each file, and check against the hashes.
You can use the simplest md5 or sha - it will be easy to cut completely identical files.
You can hash the first xx kilobytes, and only check them accordingly. For video files, in 99% of cases this is enough, and the load will drop.
