Is there a kernel with support for plugins and mods?

Hello, my team and I have been puzzling over how to install mods on a Minecraft server for a month now. Server version 1.9 - 1.9.4. We found a kernel like KCauldron, but its development stopped at version 1.7.10. We tried to install ForgeServer (Forge Universal " forge-1.9.4-12.17.0.1922-1.9.4-universal ") ourselves on the Spigot kernel ( spigot-1.9.4-R0.1-SNAPSHOT-latest.jar ), which worked out.
At first it gave errors about the lack of libraries. Downloaded and launched. Then, after the launch, the Mods and Logs directories appeared, after which the server shuts down with an error

Как я понял, ему нужна Vanil'ка, но Vanila не поддерживает плагины. Заморачиваться со Sponge желанием не горим.
Есть ли вообще способ установить Forge на Spigot или Bukkit? Если да, то просим помощи.
Существуют ли готовые ядра с поддержкой модов и плагинов одновременно хотя бы на версию игры 1.8?
