Good afternoon. I'm finishing school soon. The next question is: Should I become a radio engineer or a programmer?

There are skills in soldering, programming mk avr, arduino.

Will there be work in this area in the CIS countries?

Or is it worth going to the programmer and doing radio electronics as a hobby? (I'm learning java.)

In Russia, there are quite a lot of companies that themselves are engaged in the design of electronics.
