Is there a handy file organizer?

Having searched in Google on this topic, a lot of rotten programs with versions 0.xx and windows 2000 times interface, which are hosted on all sorts of left portals, have surfaced.
Perhaps, with the advent of cloud storage, the topic of organizing files on the hard drive has disappeared, but still.
I will describe in more detail what I would like:
1) The program analyzes files in the background and creates its own directory with the ability to sort (like itunes / mediamonkey searches for song tags, only simpler).
2) Looks for duplicate files, taking into account whether there is an archive. (I often have duplicates: the archive and its contents lie side by side)
3) A new file is downloaded - it immediately shoves it into the desired subfolder (or at least marks this case somehow), perhaps unobtrusively offering to mark the file with a label. For example, files for work and memos should be separated =)
4) If the file is not used for a long time, it suggests deleting it (or putting it in an archive, or putting it in favorites).
5) Optionally searches for all sorts of wrong files, such as 5gb logs or ancient dumps of something
I now have the following problems:
a) a swollen downloads folder
b) folders "Desktop 2", "desktop 12/20/2013"
c) folders "USB flash drive" blue 12/20/2015", "Flash drive blue 2", "Flash drive green before recording distribution"
and there is no time to search for important files that may be needed at any time. And the “fuck it all out” method doesn’t work, because as soon as you delete everything, you will immediately need something and you will tear your hair out on your head. (the first time I lost my webmoney keys like this, being "green" and unintelligent.)
