Is there a handy file manager on Windows Server?

The office has a local network and an internal server based on Windows Server 2012.
The server has a shared directory where employees store various materials.
But the exchange is very inconvenient. Therefore, most of it remains on Google Drive.
Tasks:
1. To be able to upload a file to a directory and immediately give a link to it (or to the directory itself) to another employee, so that he can download / view in 1 click
2. To be able to structure files into directories in the form as necessary users
3. To quickly search for files and directories.
Can anyone suggest a solution to these problems?
