IMPORTANT : you need the application to start when you turn on the computer (autostart).
I already have one such application and it can be set to autorun. BUT each time you have to open the application menu and configure it to be on top of all windows and re-set notification intervals. Notifications are set by the user himself: for example, display the text "look out the window" every 20 minutes.
I'm sure there are such programs. It's really hard to find a good one.
