Recommend a service for free (or the cheapest possible) SMS notifications?
For example, if a letter has arrived with a certain subject, etc. - to immediately receive SMS on the phone as quickly as possible?

If for personal use, look at sms.ru/free - maybe the conditions will suit you.
There are no other free and cheap services, I think. Prices for SMS are set by operators.
Another inexpensive way, but it requires certain investments, is a USB modem or a GSM gateway with a SIM card (choose a tariff with an inexpensive package of unlimited SMS).
