Is there a free CMS to work with (and design) a MySQL database?

I would like to see what is available on this topic. But in general, it is required to organize a simple document flow in the organization. Regular registration of incoming requests with the possibility of filters and reports on the number of records in the database. I can cut it myself, but I'm sure that someone has already done it for me =)

Thanks for the advice, I looked for different options and checked - too cumbersome. I will do it myself.

Based on FT: You need a database schema and an ORM module development.
This can be done from scratch, or you can use existing frameworks or CMS (write CRM functionality as a module).
