Is there a free CMS for organizing freelance on the site?

wordpress mu + plugins. But this is hell. In general, you can finish any cms-ku for this.

Cotonti will do... there is even a studio on the net with free plugins that modify it to exactly what you need. But all the same, you will need a php programmer to implement everything that you see in your project, since the engine itself is simple (but fast and reliable), but there are not enough docks, so far, so that a beginner can figure it out quickly , but any php programmer will do it quickly (since there are few of those who are familiar with the engine, and therefore everyone is usually busy).
