There is an idea to make a forum with authorization and sending notifications via Telgram - this way there will be no binding to email.
Are there engines, cms, modules, developments of this kind?

Until there is only your idea.
I would look in the direction of a regular site (forum?) with a link to a bot in Telegram itself.
Through it, in fact, it will be possible to implement all this.
There is no special API...

Forums as such don't do that kind of thing. But under CMS engines, thousands of plugins are made with authorization in social networks. Maybe some already support Telegram.
If not - write your plugin for the same WP - might be popular. The API in telegram is quite kosher.
