Well, actually, there is a difference.
Standard paths are writable only by the administrator. Therefore, if the program is installed somewhere in an arbitrary folder, a virus launched by the user will be able to gobble it up, but not in Program Files.
True, recently viruses have not attacked programs too much, and the most "tasty" of them - browsers - are still put in user folders in order to be constantly updated ...

Because: 1) disk drives are different (volume, read / write speed, dimensions, etc.)
In Windows, you can mount "several" disks, whatever your heart desires (well, or your wallet) and you can choose from one or another media parameter different properties, for example, the speed of launching the program or how securely the file is stored ... etc.
