Is there a diary with code highlighting?

I'm looking for a windows application where I can take notes, write comments, and insert "snippets" as useful solutions, with large areas for "thought flow".
Additional features that I would be insanely happy with:

• tags
  
• tree structure of attachments
  
• offline version

OneNote, but syntax highlighting only works when copied from the IDE.
