What difference does it make to you what the environment is written on?
There is AppCode/CLion (it's under development).
This CLion is likely to be the best cross-platform IDE for native C++ development.

if I'm not mistaken, they won't give you apples to write under IOS in java, but for android Eclipse and plugins.
libGDX for writing games and applications (better than games). An example is Ingress from Google.
