Is there a CMS with flexible settings for the administration page?

I dealt with CMS Drupal, I didn’t like the inability to customize administration pages and individual functional features. It is necessary to simply exclude the unused from the panel. It is clear that everything can be corrected through the code, what can you tell me?

It's completely unclear what you need.
Do you have hiding unused in the admin panel is the main functionality?

Fork CMS has such functionality. Customizable through roles/groups: And the CMS itself is nice.

You will not believe, but Joomla can do all this, starting from version 1.6

In Wordpress , there is a native ability to hide admin menu items using a theme or plugin. You can hide both entire sections and individual elements, you can edit the contents of the top admin panel on the site, you can add your own elements and sections as much as you like - in short, complete freedom.
Moreover, users with the role "editor" (and not admin) do not see sections with site settings, with plugin loading, etc. It seems to me that this is an even more correct way: the owner of the site, who is not familiar with all the technical subtleties, is given an account with editor rights for permanent use.
