Is there a cloud storage application with the ability to create a consensus before publishing files? Those. the user uploads files to the service, they are inaccessible from the outside. If the user wants to share files with anyone, then he must click "Publish" and the system will send a request for approval to a certain circle of people. If all persons have agreed, then the link becomes active and this information can be downloaded by all those who have the link.
