owncloud. How to apply group policies on SMB storage?

In general, there is Owncloud. There is a file dump on Win2012. In this dump there are:
1. Folders of departments.
2. Personal folders of users.
a. Each personal folder has a Public folder with read and write permissions for everyone.
b. Each personal folder has a Personal folder with read and write permissions only for a specific user.
In general, the task is to ensure that there is a need to connect this folder to Owncloud so that the logged in user can see only those folders to which he has rights. I would like to do this globally, and not for each specific user, because there are over9000 users. Has anyone faced similar issues?

oddly enough $user and $password, but in 8.2 this was already implemented
