Is there a chance to promote a web project from scratch?
I try from time to time to launch some project with non-trivial functionality, but I understand that I will not convey it to people (in the sense that they will not know about it), since all promotion rests on money. And investments for a project can only be obtained with a clear return on investment plan.
This is a philosophical question, so I'm interested in your opinion - do you now see the possibility of promoting web projects or mobile applications that do not rest on a fat wallet.

If there is a high need for an idea and there are no implementations, then it will take off even with a thin wallet
Whoever does not run into a fat wallet can, of course, be promoted, but of course, you should not expect any large amounts of income.
And if it doesn’t rest, then of course you can talk about 6-7 significant amounts.
After all, in fact, in our time, projects that are promoted to exorbitant income supposedly without money are in 99% of cases a lie. As a rule, it’s possible that the creator didn’t have much money and he launched, but the idea (service) was so fierce and in demand that investors immediately joined, maybe he ran for the same project and took a loan himself, etc., etc. IMHO
Alexander , I understand what you mean. In the same way, about 10 years ago, I started a project to create free engineering calculators for construction calculations. They are now on my site as valid samples of work - https://js-master.ru/
? And imagine, almost no one was interested. Because well-fed engineers have long had paid software, which they are proud of. And the students have educational licenses. But here it was about something else. When you need to quickly calculate a beam for bending, or estimate a slab for punching, you will not launch Lira with Scud. Yes, and the license key may not be with you.
In a word, the project has stalled, although today the calculators are quite working, although they are already counted according to outdated SNiPs.
So the answer is - NO, without money and marketing - it will not work, 90%.
There is always a chance
All of a sudden... at the first stage, everything has to be done independently, including SEO, programming and layout, someone does the design himself, and someone does the bookkeeping.
This is the problem, from time to time, someone took a project and went either hit or miss
Everything is ambiguous. Bootstrap fired because twitter. Dropbox because no one....I can't version files.
Here you have an idea.
You can make the first sales and test the unit economy even with a small budget in one city, for example.
As for the methods of promotion with a small budget
SEO
Phone sales
Referral program for example - recommend a friend get yourself a bonus and a friend a bonus.
Affiliate programs - where the advertising budget is invested by partners.
First, file your project, and then think about promotion. Because now it looks like you are solving the problem of spherical horses in a vacuum, there is no problem, but the horses are galloping.
Google a recent article on habré about schoolchildren who wrote the game and posted an article on habré about it, and lo and behold, it took off.
