How are html5 banners shown in adwords and y.direct?

Tell me please. Adwords and yandex direct have the same requirements for html5 banners. But if I understand correctly, html5 banners in direct are used only for banner media advertising and are shown only on large Yandex resources (billboard, music, main page, etc.) and a couple more like movie searches. And in Adwords, html5 is created in kms and banners will be shown on small Google partner sites (who has it available) and will they not cost as much as direct? Or am I misunderstanding? Does it make sense at all to make html5 banners in adw for small and medium-sized organizations? Thanks in advance
