Is there a browser that can be controlled by the keyboard?

You need a lightweight Linux browser that can be controlled by the keyboard. An example is qutebrowser, where even clicks are possible using the keyboard (press the f button and all clickable places are marked with letters). I would have used it. but it starts terribly slowly. Looking for a similar browser or plugin.

I have qutebrowser from git installed and starts instantly on a computer with ssd
on a laptop with hdd like other browsers in a couple of seconds
you need to search for browser plugins by the word vim
there is also https://surf.suckless.org/
other browsers are listed on site of the same qute
