I am the actual owner (administrator) of the group chat, the owner of which deleted himself from Telegram without transferring ownership of the chat to me. I have all admin rights, add admins, etc.
The problem is the following. The inheritance left the bot-admin, which I can not remove from the admins, and which is the mood of the greeting to the incoming. The greeting text is irrelevant, it is impossible to change, the bot cannot be removed from the admins. Is there a bot that will be able to delete unwanted welcome messages from this admin bot?

In my opinion, it is easier to move in this case. Something like this:
1) Create a new channel/group/chat;
2) Make a short announcement that the channel/group/chat has moved and pin this message, post a link to the new channel/group/chat there;
3) In the settings of the current channel, set a limit on sending messages, so that the last message should be about your move;
