How is it legally correct to make a service for buying old iron from enterprises?

Good day. I want to start processing all kinds of waste in my region (like plastic and metals) for the production of them, but I ran into a legal problem with regards to computer equipment.
If any junk made of plastic and glass can be recycled without "cradles" from the side of the authorities, because it does not fall under any laws, then what about computer hardware?
The fact is that even the latest and dead piece of iron can both serve until the end of its life (final breakdown), also become spare parts in the workshop, and if it’s completely dead, then cutting and asphing.
Unfortunately, there are several "pitfalls" in business:
- I don't know how to register in the registry as a processor of computer equipment and not get "cradles" for plastic (because there may be an inspection)
- I don’t know how it is possible to document (in the early stages) write off cars for enterprises (at the moment, any scrap metal that can count will come in handy for me to raise funds for a mini-factory.) but then the iron donor can get "lyuli".
- The question also arises about the legality of the use of asphing material (I can or not). The same wires, the same boards from the material to assemble, and, accordingly, the transfer of these resources to the factories for the production of "iron".
... these are just a couple of "cobblestones" that are especially problematic for me.
