Is there a BGP database (list of providers) in the public domain?

I ask you not to hit hard, I'm looking for the most up-to-date offline database in order to pull data about the provider offline from the client's IP. (I know about bgp.he.net). But I would like an option that could be applied in a script and independent of external resources.
Maybe I misunderstood, but I think you get the point. ;)
