Is there a banner display engine that can target by geo?

There is a site, I want to hang a banner on it so that the banner is shown only to residents of Moscow.
Muscovites 200 thousand of 1.5 million audience. I looked at adriver - you have to pay 6k rubles per month for all views and could not find data from them that they are doing geo targeting.
Please advise a solution.

Sketch your display system.. Or order from freelancers.
Work there for a maximum of an hour.
For geo, I just wrote functions in php that show advertising links by GeoIp. Just a couple of lines of code...
